QUICK SUMMARY
The short answer: the City of Hoover sits in both Jefferson County and Shelby County, and the county line changes your tax bill even though the city and the school system stay the same. Per the City of Hoover’s own published rates, total property tax is 72.6 mills on the Jefferson County side and 66.5 mills on the Shelby County side — a 6.1-mill gap. General sales tax is 9.5% in the Jefferson portion and 8.5% in the Shelby portion. Hoover City Schools levies the same 24 mills in both. So a Hoover address is not one tax picture; it is two, and which one applies depends on the parcel.
1. Same city, same schools, different county. The 24 mills for Hoover City Schools is identical on both sides.
2. Shelby side is lower on both taxes. 6.1 fewer mills and a full point less sales tax.
3. The county decides where you file. Homestead exemption, tag renewal and the deed all route through a different courthouse.
4. You cannot tell from the mailing address. The parcel number tells you; the zip code does not.

Why is Hoover in two counties at all?
Hoover grew south and east over decades, annexing across the Jefferson–Shelby line as it went. The result is a single municipality that straddles two county governments, two revenue offices, and two sets of county-level taxes — while remaining one city with one police department, one fire department, and one school system.
Riverchase, Bluff Park, Green Valley and the older core sit on the Jefferson side. Much of the newer growth south along U.S. 31 and toward the Cahaba — including the Ross Bridge and Trace Crossings corridors in part, and large stretches of the 280 and Valleydale side — extends into Shelby. Hoover is not alone in this; Vestavia Hills and Birmingham itself also cross county lines. But Hoover is where buyers notice it most, because the tax difference is large enough to see on a monthly payment.

How much does the county line change the property tax bill?
Here are the City of Hoover’s published millage rates, side by side.
| Levy | Jefferson side | Shelby side |
|---|---|---|
| State of Alabama | 6.5 | 6.5 |
| City of Hoover | 6.5 | 6.5 |
| Hoover Schools | 24.0 | 24.0 |
| District educational | 13.9 | 6.0 |
| County | 13.5 | 7.5 |
| County-wide school tax | 8.2 | 16.0 |
| Total | 72.6 mills | 66.5 mills |
Notice the shape of it. Shelby County’s county-wide school tax is actually the higher of the two at 16.0 mills. What pulls the Shelby total down is the much lower district educational levy (6.0 versus 13.9) and the lower general county levy (7.5 versus 13.5).
To put the 6.1-mill gap in dollars: owner-occupied residential property in Alabama is Class III, assessed at 10% of fair market value. On a $400,000 home, that is $40,000 of assessed value, so the gap works out to roughly $244 a year before any homestead exemption is applied — about $2,904 on the Jefferson side against about $2,660 on the Shelby side. On an $800,000 home the gap roughly doubles.
That is real money, but it is not enough to pick a house on by itself. It is enough that you should know which side you are on before you set your budget. For how the exemption then reduces those figures, see our guide to Alabama property taxes and the homestead exemption.
Do Hoover schools change with the county line?
No. Hoover City Schools levies the same 24 mills on both sides of the line, and the system serves the city across both counties. A family moving from the Jefferson portion to the Shelby portion is not changing school systems.
Individual attendance zones are a separate question from the county line, and they are set by the district rather than by county boundaries. Zones can be adjusted, so confirm the assigned schools for any specific address directly with Hoover City Schools rather than relying on a listing remark.
What else changes on the Shelby side?
Sales tax is the other visible difference. On the Jefferson side the general rate totals 9.5% — 4.0% state, 3.5% city, 1.0% county and 1.0% Jefferson County special. On the Shelby side it totals 8.5% — 4.0% state, 3.5% city, 0.5% county and 0.5% Shelby County schools. Same city rate, different county stack.
Beyond the rates, the county determines a set of practical things:
Where you claim homestead. You file with the revenue office of the county your parcel is in, not with the City of Hoover.
Where the deed is recorded. The probate office of that county, which is also where you would search for liens and covenants.
Where you renew your tag. County license office, not city hall.
Which county assesses your value. Two different appraisal offices, two different appeal processes.
One more thing worth knowing for anyone weighing Hoover against a nearby job: the city levies no occupational tax, on either side of the line.
How do I find out which county a Hoover address is in?
Not from the zip code, and not from the mailing address — both cross the line. Three reliable methods:
1. Look up the parcel. Search the address in the Jefferson County and Shelby County property records; it will appear in exactly one.
2. Read the current tax bill. Ask the seller for last year’s bill. It names the county and shows the actual millage applied.
3. Check the legal description. The deed and title commitment state the county outright.
Be careful with one specific trap: a prior owner’s tax bill may reflect their homestead exemption, or the absence of one, and a property that was a rental will show a different assessment class than the one you will get as an owner-occupant. Read the millage, not just the total.
What we tell Hoover buyers
The Williams Group at Keller Williams Realty works the over-the-mountain and south-metro suburbs daily, and the county question comes up most often in two situations.
The first is a relocating buyer comparing Hoover to Vestavia Hills, Homewood or Trussville on total monthly cost. Once you put the millage differences next to insurance and any association dues, two houses at the same list price can land noticeably apart. Hoover’s Shelby side often prices out slightly friendlier on carrying cost than the headline suggests.
The second is a buyer already under contract whose lender’s escrow estimate does not match what they expected. Nine times out of ten the explanation is the county, and it is better found in week one than at the closing table.
Either way, the check takes minutes. It just has to actually happen. For the broader picture on the city itself — neighborhoods, amenities, what the market looks like — start with our complete guide to Hoover.

Frequently asked questions
Is Hoover in Jefferson County or Shelby County?
Both. The City of Hoover spans the Jefferson–Shelby county line, and any given address sits in one county or the other. The city publishes separate millage and sales tax schedules for each portion, which is the clearest confirmation that the distinction is real and not merely administrative.
Are property taxes lower in the Shelby County part of Hoover?
Yes, per the city’s published rates. The Shelby portion totals 66.5 mills against 72.6 mills in the Jefferson portion — a difference of 6.1 mills, or roughly $244 a year on a $400,000 owner-occupied home before homestead exemptions. Rates are set annually and can change, so treat these as current published figures rather than a permanent fixture.
Do both sides of Hoover go to Hoover City Schools?
The system serves the city in both counties, and levies the same 24 mills on each side. Specific school assignments are set by attendance zone rather than by county, so verify the zoned schools for a particular address with Hoover City Schools directly.
What is the sales tax rate in Hoover?
The city’s published general rate is 9.5% in the Jefferson County portion and 8.5% in the Shelby County portion. The state and city components are identical in both; the difference comes entirely from the county-level levies.
Does Hoover have an occupational tax?
No. The City of Hoover states that no occupational tax is imposed, which applies across the city in both counties.
